Development History of Kelly Registration Systems, Inc.
How it all started and where we are now…

Kelly Registration Systems has been servicing the pesticide industry since 1995.  The following is a brief history of the company and enhancements that have occurred throughout the growth of the company. 

1994 - The initial program design for Kelly Registration Systems' KPRS-Gold software was conceived by industry veteran Keith Kelly.  Due to Keith's experience with pesticide regulatory requirements, as well as animal health, he wanted to develop a program where all of his company's registration information could be tracked, and various fee and registration requirements would be on-hand for easy reference.  

A software consulting company was employed to develop the beta version of the KPRS-Gold software, and four programmers were assigned to the project to speed up the development process.  Original development concluded after six months and the software was provided to a small group of companies for initial testing and usability.  In the first release, only basic registrations and renewals were handled.  The ability to handle Special Local Needs, Alternate Brand Names, and Document Management were added in later versions of the software.. 

1995 -  Stuart Edmondson joined Kelly Registration Systems, which was originally located in Alpharetta, on a 2-month contract to assist with enhancements and maintenance of the software.  In early 1995, a few changes were made to the current KPRS-Gold software,  and KPRS-State was developed.  KPRS-State provided the same general tracking system, but was designed for a state to view all the products that were registered for sale.  The KPRS-State software was sent to a dozen states for feedback. We were quick to learn how states worked and what information they needed for their day-to-day processes. 

1996 brought about many changes for Kelly Registration Systems.  In April of 1996, KRS moved to Covington, Georgia to utilize the efficiencies of the Kelly Products' accounting and administrative staff, as well as Stephanie Hacker’s registration experience and knowledge.  In late 1996, Stuart Edmondson became a full-time employee of Kelly Registration Systems.  Also in this year, the development of the Document Management module began for KPRS-Gold..

1997 - KRS offered licensing of the KPRS-Gold software program to Service Centers.  These Service Centers were individuals who offered their expertise and knowledge of the pesticide registration process for companies who wanted to outsource their regulatory paperwork requirements.  

Also in 1997, we also began to make use of EPA data available over the internet, through the incorporation of EPA data into many facets of KPRS-Gold and KPRS-State. 

1998 - Our staff continued to work with the regulatory staff at Colorado and Georgia throughout 1998 to enhance and improve KPRS-State.  In October 1998, Oklahoma began using KPRS-State exclusively for pesticide registrations and they continue to provide suggestions and ideas for improvement.  Additional staff were incorporated into KRS to promote KPRS-Gold and KPRS-State to those in the regulatory community.  KPRS-Gold users increased by 25% in just one year alone!

1999 Quite a lot of growth occurred with KRS this year.  KPRS-Gold interest continued to grow with the regulatory community.  Elizabeth Allen joined KRS to provide customer service and technical support for KPRS-Gold users.  

KRS also refined our KPRS-Gold internet / intranet interface, as well as our interface with ERP (Enterprise Resource Planning) Software (commonly known as SAP).  Both of these interfaces provided additional value to users, making their job responsibilities a little easier to maintain, and improving internal communication regarding pesticide registrations, per state.

In 1999, and with the cooperation with the Oklahoma Department of Agriculture, we realized that the regulatory community, and the general public, would greatly benefit from having a list of registered pesticide products available online.  While states offer "Freedom of Information" type of requests, often it would take many weeks, from the time someone submitted their request, until they received their desired results.  Soon, our first 'free state data search' was launched, at www.kellysolutions.com/ok.  At any time, 24/7, people could review the status of any pesticide that was currently, or had been registered, in the state of Oklahoma.  

The year of 1999 also brought about our introductory year to pesticide Erenewals.  With cooperation from the Oklahoma Department of Agriculture, we created a web-based program, where registrants could log in, process a renewal, and submit it and their payment, all in an electronic environment.

2000 -This year, we continued to work with users to enhance the KPRS-Gold and KPRS-State software programs. In addition, Robert Naum was brought to our team, and he redesigned our pesticide electronic renewal system, allowing it to provide a more user-friendly look and feel.  In addition, Robert helped us to provide improved reporting techniques to participating states, regarding their renewed products.  

2001 - Our involvement with states continued to grow, as we obtained more data to be published on www.kellysolutions.com.  While states provided us with pesticide product data, we also acquired data for dealers and applicators, as well.  In addition, we launched our independent "Document Submit" program, which allowed pesticide registrants to submit revised labels and MSDS's to participating states, through our online service.  Once approved by state personnel, these documents would then be made available to the public on our free data search pages.  KRS also launched our "UPC Submit" online program, which allowed pesticide registrants to provide the UPC's of all registered pesticides, to state personnel.

2002 - As with previous years, we continued our pursuit to obtain data from states, that could then be published on www.kellysolutions.com.  New states and data types were added, further enhancing the value of the website to the consumer, companies, and state personnel.  We continued working with KPRS-Gold clients to further enhance the software, and provide more tools to assist registrants in their daily tasks.  In cooperation with the state of Oklahoma, KRS also launched our FieldSurv application - a program installed on hand-held PDA units.  The software allowed pesticide inspectors to discard their heavy, and sometimes outdated, books which listed what products were currently registered for sale.  Instead, inspectors simply attached a bar code scanner to their PDA, and they would scan the UPC's of pesticides in stores, as the PDA software would inform them immediately if the products were approved for sale.

2003 - Our work with Electronic Renewals continued to grow.  We continued to add more states to our pesticide product renewal program.  In addition, Jamie Cox joined our staff, and worked with the state of Georgia, as we launched our dealer and applicator renewal programs.  State representatives grew more interested in our PDA's and FieldSurv, and additional states began using our program to assist them in their daily inspection processes.

2004 - Continuing our progress with our online programs, we received patent approval for our Electronic Renewal and Document Submission system. Knowledge of our online renewal systems was fast-spreading in the regulatory community, for registrants and states, as well.  

2005 - This year, while we continued to improve our existing programs, we launched Knowtify, and it quickly caught on in the regulatory community.  Companies no longer had to spot-check registrations, per state, on www.kellysolutions.com  By selecting their custom profile, Knowtify would automatically inform users when changes to existing pesticides had been made (such as a status or expiration date change), or when new products were registered at EPA or state level.  

2006 - In 2006, Knowtify was expanded to include not only pesticide products, but any type of data submitted to us by states.  (Such as dealer or applicator data).  With the foundation work already in place for registrants to use Erenewals, Document Submit, and UPC Submit, we developed a software program that states could use, to replace their existing database systems used for tracking pesticides, as well as other types of licenses.  KSAMS, was designed with the idea that state representatives could process all of their daily activities from one program, including updating existing records, printing forms, processing renewals, etc.  The state of South Carolina was the first to sign a contract for KSAMS.

2007 - Although we still have almost half of 2007 left, at the time this page was last updated, we have continued our work with Ksams.  In addition to working with South Carolina personnel, Alaska has also signed a contract for Ksams.  We anticipate that their expertise and input will help us to enhance the program to make it even more efficient for users. 

In the future, our plans are to continue to offer support for our flagship products, KPRS-Gold and KPRS-State, while further enhancing our online renewal services, Knowtify, and of course, KSAMS.  .
